Draft Paper on the SPA 6 Agenda "Implementing the New Partnership"
This paper sets out an agenda for the sixth phase of the Strategic Partnership with Africa (SPA-6), which will run from January 2003 to December 2005. This strategy was developed after intensive consultation with donor and African partners, and reflects the direction that both the development community and Africa are traveling in.With the emergence of a broad consensus on the Millennium Development Goals (MDGs), the need for a substantial increase in official development assistance for Africa, and the principles of a new partnership between Africa and its external partners the overarching theme of the SPA-6 agenda is on implementing the new partnership framework that is being established. This partnership emphasizes ownership by African countries of the programs being supported by external partners, and mutual accountability between all parties of this partnership.
